Raft

Raft takes place in a near-future where rising temperatures melted the polar ice caps, flooding the entire planet and forcing humanity to abandon dry land, with the world’s elite retreating to floating cities while survivors struggle on makeshift rafts. Playing as Maya, a forward scout, you follow radio signals leading to various locations including the crashed luxury yacht Vasagatan owned by the villainous Olof Wilkstrom, the deserted Balboa Island, the abandoned Caravan Town suffering from a salmonella outbreak, and the massive floating city of Tangaroa that fell to riots and resource collapse. You discover that survivors from these locations fled to Utopia, but when you arrive, Olof has seized control through martial law, imprisoned the residents, and unleashed mutated hyenas to maintain power. After defeating Olof’s mutant hyena Alpha and confronting the coward himself, you free the citizens and save Utopia.
